Yes, you've got it. Slip the sts knit on the MC scrap back to the L needle, turn and knit flat. The sts on the waste yarn sit there until you get to the diretions for
"Neck Shaping:... pick up sts evenly along left front neck edge, knit across sts on front neck waste yarn, pick up sts evenly along right front neck edge, ..."
