it means the repeat is 16 sts and there is one extra st added to the total at the end. If you want to increase the pattern, you should increase it in multiples of 16 and then add one stitch. So you could work it as (16x2) +1=33 or (16x3) +1=49 and so on. The one extra stitch is tacked on at the end.
