It may be a little harder to work it as a hat, but not impossible. Can you post the original pattern rows that you're trying to convert? That might make it easier to figure out. I can see from what you've posted that R 1 incs sts and R 4 decs so ultimately you have the same number of sts. But you need to do more decs for the top shaping.
