So back to my question - which has sort of been answered.
The "pattern" (where it says Last 4 rows form the pattern) actually contains decreases and purl 2 togethers: soooooo any further decreases are ON TOP of those already in the pattern, like the extra one at the neck edge.
Gawd I'm dumb! sorry.
