It's almost impossible to describe without demonstrating it, but the way I even up the BO row in a circular piece is to work the end of the yarn through both sides of the "jog" with a crochet hook or yarn needle, in a ... sort of duplicate stitch fashion. It kind of fills in the gap and pulls the BO row up and the last knit row down and... ahh... you'd have to see it. The point is to tie the end of the BO row together with the beginning (or maybe the end) of the last knit row so they meet in the middle.
But the BO itself is no different from what you'd do if you were binding off the same stitches flat.
