What you do is work in moss stitch for 18 rows, then increase on the next row, changing to stockinette stitch that would be the first row of stockinette.
From the back' means on the WS row, the 'back' row. It says you can do the 4th row in moss stitch as well as row 8, but the rest of the rows would still be stockinette. ' Do this for 18 rows, the only increase is on row 1 - rows 4, 8, and 12 can be done in the moss stitch pattern. You can also just work in plain stotckinette stitch for 14 rows.
The decs are made on the backside/WS rows every 4th row where you don't do in moss stitch.
I think you're mangling and/or leaving out a lot of the instructions though, so is there a way to link to the pattern, or say which one it is? That way we can look at it or a picture and make sure we're reading it correctly.
