I think you have most of the right idea.
For decreases I would use k2tog or SSK depending on which side you're on. These videos will show you which way they lean

That last section would be to decrease on every other row for 23 rows.
Ending on the ws would, I think means to have that row facing you to knit and cast off from that side.
I hope that makes sense, and very likely one of the more experienced knitters will chime in with their interpretation. I can usually follow a pattern, but they can be written in such a confusing way that we need a few more sets of eyes to try to interpret them.
