A couple of questions....
Hi there!

I found this pretty vest, and I'm really excited to start it. I was looking at the measurements for sizes, and it confused me a little bit. The pattern simply says, "36 in - 40 in" for smaller size, and "41 in - 44 in" for the larger size. My question is, what are these measurements for? Chest? Finished Length?

Also, the pattern uses Cascade yarn, but I'm substituting for another super-bulky weight yarn. Plus, I don't have size 19 needles, like they suggest, so I'm using size 13. Is that going to mess up my measurements significantly? Should I make the larger size, since my needles are smaller?
