Welcome to Knitting Help!
I've never heard of rich man's garter either but it cetainly is a pretty pattern. The knit 1, slip 1 or slip 1, knit 1 rows give a nice pattern on the right side (RS). If you're losing track of which row you're on, keep track with a row counter or pencil and paper until you can see the pattern in your stitches. Otherwise, I'd just repeat the mantra across the row: knit, slip, knit, slip, etc.
Lovely shrug which is worth the effort.
(Oh, and never hopeless around here.)
