Yes, it looks like you have it done correctly at the top cable. As you look at the next stitch on the left needle, knit it if it looks like a V and purl it if it looks like a bump or little collar. You're doing that on all the other rows and the cables really aren't any different, maybe just a little harder to see the stitches. Keep looking at the front of the work to check that you've got the stitches in the correct order. Really, reading your knitting this way is a much more valuable skill to learn.

I think your pattern for row 1 should be:
row 1: k3 (p2 21LPC, 21RPC, p2, k2) 3 times, p3
Try row2: k3 (p2, k2, kpp, ppk, k2) 3x p3
Try row4: k3 (p2, k3, p4, k3) 3x, p3
(I've written kpp or ppk to show where the back of the cables are but it's k1p2 or p2k1.)

There's a video for this pattern but the even rows aren't very clearly shown.
