Elementary question/guage swatch
If my pattern's gauge is:

Gauge: 4 stitches and 6 rows equal 1 inch
and the instructions are to cast on 32, then work in garter stitch; in making my swatch, do I count my cast on row as the first of the 6 rows referred to in the gauge?
