I think it means to bind of the first four, work to the end of the 7 that are left, then turn and bind them off.
Reverse shaping is to work the other shoulder the same way. You'll bind off the first 4 and then the 7 the way you did on the first shoulder, but will be doing it on the opposite side--right side or wrong side, whichever is facing you at this point.
