Q1. Yes

Q2. The stitch that is left over stays on the left needle. Then you turn and do the purl row (what it means by turn your work...since you are not working every stitch on the row), leaving the stitch that is now on the right needle alone completely. You'll do this several times until you have several "unworked" stitches on the right needle after each time you turn to go to the next side.
