A knit stitch on one side produces a purl stitch on the other side, and vice versa. So anything that was knit on your first row produced purls on the reverse side and so on the second row you will purl those stitches. Does that make any sense, it is difficult to describe. Your yarn overs on the first row count as knit stitches, in my opinion (although it's not specific about that) and so will be purled on the next row.
