I imagine they're wanting you to use a cast-on method that puts the stitches onto your left needle so that you can immediately purl those stitches. So the knit-on cast on or cable cast on. Backward loop wouldn't work for this because that puts the new stitches onto your right needle and they aren't worked until the following row.
