When you are at the beginning of the round, work the increase in whatever color would have come before the first one that's on your needles.

At the end of the round, you'd work it in whatever would come next in the pattern.

So for your 18-stitch pattern, it would look like this

.....1 18 17 16 15 14 13 12 10 9 8 7 6 5 4 3 2 1 18

. . . . 2 1 18 17 16 15 14 13 12 10 9 8 7 6 5 4 3 2 1 18 17
