It means you need to decrease 1 stitch in the middle of the row and the best way to do this is knit two (or purl, depending on the pattern) together. It seems like you have 63 stitches on the needles now, so when you get to the 32nd stitch you'll knit stitch # 32 and 33 together and when you've finished the round you'll have 62 stitches.
