Help!! I really want to make this!

The above is a link to a sweater I want to make for my daughter but need help reading the pattern as it is only told with pictures.
The part I am having issues with is the arm hole shaping on the back. I get the first direction is telling me to bind off 4 stitches at the beginning of each row and then I am unsure what the next several sets of numbers mean. As far as I can tell the pattern is only one size.

Please help a mommy out who only wants to make her girl happy who saw the pattern and fell in love with it.

Very cute pattern.
The directions are telling you how many sts to bind off and how often. Bind off 4sts for the armhole and then bind off 3 sts at the beginning of the next 2 rows, 2sts at the beginning of the next 2 rows, decrease one st at each end of every other row 3 times and finally dec one stitch at either end of the fourth row after that. Those numbers add up with the stitches for the neck bind off and the sts left for the shoulders to the 65 cast on sts.
