neckline has a loose edge

I saw all the loose edge stitch discussions...I have instructions to decrease the edges of a neckline as I work toward the shoulder edge, then when it's all finished and sewn together, to pick up stitches along the edge for a collar. It leaves BIG holes, as all those edges are loose. I've re-knit just the neck area twice to practice, and I can't figure out what to do here.

When you pick up the stitches for the collar, all those stitches will be hidden. Just make sure to pick up your stitches one row in rather than right on the edge.
