How to Resize a Pattern?

I'm working on Slanted Neck Pullover from IK Spring 07 (http://www.interweaveknits.com/backissues/SP_07.asp)

My gauge is off by one stitch (21 st vs. 22) but that's ok, I want it to be a little less snug (zero as opposed to -1 inch). I'm knitting the smallest size, bust 31 inches.

However, I have a much bigger row gauge which is 28 instead of 31 per inch as the pattern calls for.

I've finished the front plus the decreases. But I'm wondering how I should resize it...what's the formula for working with my row gauge so I end up with the length of the pattern?

Does the pattern tell you to knit the length in inches or rows? Most of them are by inches so it's easy to adjust. Or you can do some translation - take their rows/inch (about 8) times the number of rows to get the inch measurement, then divide that by your rows/inch (7) to see how many rows you need to do.

It won't be that easy if there's waist shaping. You have to figure out how far apart they're planning your decreases and increases for any shaping and convert it that way.

Yep, there's waist shaping. I have a short waist, so I'm eliminating some from the waist part. There are also short row increases at the shoulder, and that's the doozy.
