Well looking at that pattern you should have 18 sts total. 9 on your holder and 9 on your needle. So you would knit the 9 stitches that arent on the holder for rows 21-23
For rows 21-23, you knit the 9 stitches that are still on the needle and then bind them off.
Then you rejoin the yarn at the edge where you started the bind-off--at the edge of the holder where stitch 10 would have been if you'd continued all the way around.
At this point, you're casting on 12 stitches for the strap--it's knit longways--and you turn and work back across those 12 and the stitches that were on the holder. You'll have 21.
Turn and work back, making the buttonhole at the end of the strap. Knit back, turn and bind off.

I am also stuck on this pattern! I got as far as row 23 but am complete lost at the "rejoin". What does this mean? I have read you response several times but it's still not clicking.

But there is no loose yarn there to begin with. How does that work? I am fairly new to knitting and this is my first attempt at anything other than a knitted scarf. Very confusing at times but don't want to give up. Thanks for your help!
