I'm putting together a pattern for myself -- I wanted a top-down raglan newborn cardi that I could use as a blank slate to decorate, as I seem to have an awful lot of babies to knit for these days. Soooo... do newborns REALLY have 6.5" arm length from underarm to wrist? It seems so long compared to the rest of the cardi! (6.5" to waist from neck)

Babies have somewhat long arms and legs in proportion to their bodies, and a lot of baby patterns may have short shoulder to waist lengths. I figure a 6 mo size at about 20 inches around and 10 inches long with sleeves about 7" or so.
