Shaping Armholes
After knitting the front of the sweater in St st, I am ready to shape the armholes. I cast off 4 sts at the beginning of the next 2 rows as directed. Then it says:

Next row (RS dec): k2, k2tog, k to last 4 sts, k2togbl, k2.
Patt 1 row.
Rep last 2 rows four more times.

What does "Patt 1 row" mean?

I think it means to p as I'm on the p side of the St st, but I'm not sure.

It means to work 1 row in whatever stitch pattern you've been using. For example, if you been doing a seed stitch, then continue in the seed stitch. If you been doing stockinette, then you would work whichever row you would need -- either knit or purl -- to continue in stockinette.
