Need help figuring this out.
I'm making a "Hobo Bag" using one of LionBrand's free patterns and I'm a bit confused.

Top of Second Strap: Work same as Top of First Strap. Place sts on a holder.
Join Straps and Body: Next Row (RS): Using circular needles, k 66 sts of First Strap, cast on 18 sts for body, k 66 sts of Second Strap, cast on 18 sts -- 168 sts. Mark beg of rnd. Join and work around in garter st (k 1 rnd, p 1 rnd) for 10" more. Dec Rnd: (K 19, k2tog) 8 times -- 160 sts. P 1 rnd. Dec Rnd: (K 18, k2tog) 8 times -- 152 sts. P 1 rnd. Cont in this manner dec 8 sts every other rnd, having 1 st less between decs on each dec rnd, until 8 sts rem; changing to dpns when necessary. Cut yarn, leaving a long strand to draw through rem 8 sts and secure to WS.


I've made the top of the first strap, except I don't have a holder and I'm not sure what it even does.
Also, I don't quite understand how to join the straps and the body. I understand the abbreviations, I just don't understand how to combine them.
I'm a beginner knitter, so any help would be appreciated.

New Knitter dilema
A holder is just a stitch holder, most of them look similar to an over-sized safety pin. You can use a dpn (double pointed needle), a small length of yarn, a zip tie or anything you can work into the loops on the needle (You slide the loop off the needle onto the 'holder' to free up your needle.
Joining the handles to the body just means to sew, stitch or otherwise connect the handle to the body. There are MANY methods to do this. Jan will probably feed you some links.

So, should I bind off after I finish the straps?

No you don't BO; you're going to take the sts from the First strap, knit them, CO some sts, knit the sts from the 2nd strap, CO some more sts. Then you join in a circle to knit the body of the bag.
