Ribbing the Cuff

My niece is having twins and I'm working on a few things for her. I found a really cute knitted blanket pattern and thought it would be easy but right out the gate I have a question

What does this mean: INSTRUCTIONS
Cast on 133 sts. Working back
and forth across needle in rows,
proceed as follows:
Work 7 rows in garter st (knit
every row), noting 1st row is WS
and inc 8 sts evenly across last
row. 141 sts.

where do I increase at? what sort of increase do I use? Help please
