wavy scarf

I downloaded this pattern and I,m stuck I am an experienced knitter and feel I am reading the pattern wrong. The pattern is cascade heritage wavy scarf designed by Betty Balcomb I am not sure about the set up row for the first wave border.
The set up row says:
With wrong side facing, cable cast on 11sts. without turning knit 10, sts, K2tog through the back loops [k2tohTBL]
I get that
Than it says
NOTE: the k2togTBL is worked with the last st of the border and the next st on the needle of original sts. This is done on every wrong side row. In working the k2togTBL, 1st is "bound off." With each repeat of the wave border, 16sts are bound off. 13 times 16 plus the 1 from the set up row is 209! Turn and work the 32 rows of the border 13 times.

Row 13. k9, [yo, ssk]3x, yo, k2
Row 14. k17, k2togTBL
Row 15. k10, [yo, ssk]3x, yo, k2
Row 16. k18, k2togTBL
Row 17. k8, [k2tog,yo]4x k2tog, k1
and so forth to row 32 is k10, k2togTBL
On final repeat of wave border, bind off 11 sts.
Please explain if you would what the first part saying NOTE means
I get the cast on and the knit 10 etc. what gets me is when she says to turn and work 32 rows.
Is the first row part of the 11 new stitches cast on?
I did that and ended up with yo, k1 instead of k2 I feel that I'm reading something wrong.
