knit through horizontal strand

Hi everyone,
I'm planning to make the Market Bag from Knitting Daily for Christmas gifts. There is an instruction in the Knotted Mest Stitch section that's confusing. It says "K1, [knit through horizontal strand before next st, k1, pass "made" st over k1]". This instruction is not supposed to make an increase.
I appreciate your help figuring this out. Thanks!

The "knit through horizontal strand" is an increase, but since you pass it over the k1 you knit after, (which is a decrease), you don't get any extra stitches.
