Starching
So I have this beautiful shawl I made, but I made it out of acrylic yarn and it is a st st base, so it's rolling on it's self even though I put a border on it. I also need to stretch it so you can see the design better instead of it being a bunched up lump. I was thinking about startching it, would that work? If so, how do you starch?

I don't think starching it is the answer. How much of a border did you put on it? It usually needs at least 5 rows of a non rolling stitch like garter, seed or even ribbing if it works with the pattern.
