No the instructions that I wrote (the 16 rows) is the entire pattern for the side sections. There are 4 side sections which have mitred corners which are attached to the center of the blanket. There are garter stitches then there are 6 repeats of the pattern and then there is another length of garter stitches. If you look at the rows there are only 5 rows without an actual decrease in the garter stitches at the beginning and the end of each row.

Okay, so the center of the blanket is done, then you knit the edging and attach it, this is the edging itself. I thought it was across the entire blanket and by 'side section' you mean the beginning and ending sts. Soooo, you do want the decs toward the very beg and end of the rows. The odd numbered rows have a little eyelet pattern there (k1.yo. sl1.k2tog. psso/sl1. k2tog. psso. yo. k1) and you'd want to keep them there. On the odd numbered rows, do those sts, then ssk, knit the plain sts to the repeated ones. At the end of the row, do the plain sts to the last 6 sts, k2tog then do the sl1. k2tog. psso. yo. k1. On the even rows, k3, ssk, knit the rest of the plain sts to the repeated ones and end with knitting the plain sts to the last 5 sts, k2tog and k3.

Do this on ALL rows, not just 2, 5, 8, 11 and 14. The other rows don't have decs that dec the st number, the decs are for the lacey pattern.
