The garter stitch looks like it's a border since it's done each side. The moss stitch is in the middle. It's just written a little weird. What they are trying to say is this-
Row 1: k3, *k1, p1*, repeat from *-* till the last 3 stitches, k3
Row 2: k3, Knit the purls and purl the knits till last 3 stitches, k3
If you know what your stitches look like you can do this easily. Here's a sample of ribbing, but you can see what a knit and a purl looks like.
