HELP!! knitting baby bonnet

I've worked in a pattern for 4 inches and now it says, "next 2 rows. Working in pattern cast on 5 sts at beginning of each row". I'm confused, do I just cast on 5 sts and then start the pattern? the pattern is
1st row. K1, p1, *k1, p4, repeat from * 16 times, K1, P1, K1.
2nd row. K1, P2, *K3, P2, repeat from *16 times, P1, K1.
And there is a 3rd and 4th row.

You've ben working in pattern for 4 inches. Now you cast on 5sts using a knit or cable cast on and continue with the pattern. Once you've cast on 5sts, work them so that they fit into the pattern you are doing on the main body of the hat. Then work across the main part of the hat to the end, turn and cast on 5sts again. You'll also work these 5sts so that they fit into the pattern and continue with the pattern rows.
