beginner with knitting

when instructions say-dec. 1st each side every other row 2 times ,ending on wrong side with 60 st. on needle.then it says with cc- k 1 row then with MC - purl 1 row. what does ending on wrong side mean ? that i do now on knit side or im up to purl side.
im knitting stockenette stitch for the entire vest so what do i do next after ending on wrong side whats next ? thanks so much

Ending on wrong side means that your last row was the purl side. You'll start the cc with a knit row.
