The different numbers for the rows (5 or 9) are for different sizes. It can help to circle, underline or highligh all the numbers that correspond to the size you're making.

Work 5 [9, 9, 9, 5, 9, 9, 9] rows This probably refers to different sizes so pick the number for your size.
dec 1 st at each end of next So decrease at each end of the next row (that's 2 sts decreased), then
and every foll 4th row. For every 4th row you would work 3rows with no decrease and then decrease on the 4th. Do this until the pattern tells you what to do next.

Thank you for your insights. Although, I have another question. Here is the rest of the pattern. I need to reduce every 4th row, but after should I repeat the decrease of 2 st 'till I meat a measurement of 19.5?

and every foll alt row.
82 [86, 88, 90, 92, 98, 100, 104] sts.

If you're working the first size, decrease until you get down to 78 stitches. Work without further decreases until you get to 19 1/2 inches.
