flat to round

she says just double it for the round but i seem to remember you cant do it that way. someone said basicall, rows 1 and 3 are just knit and purl rows. so knit the knit and purl the purl. do i do row 1 as they say then after that when i get to row 1 knit the knit and purl the purl?
also one place said to cast on 252 stitches instead of 256 this avoids the double ribbing that would occur because of knitting in the round. will that work out right

one more thing it asks for 650 yards of DK weight. my daughter bought patons calssic wool roving and only 3 balls. 120yard per ball.

should i even bother to try and make it or is the wool and patter not suited for each other
