Ravelry has a free pattern for socks that use vertical herringbone rib. You could easily apply the instructions in the sock pattern to the cuffs of a jacket.

Remember, depending on the weight of yarn & needle size, the vertical herringbone rib will vary in appearance. The sweater you posted looks like worsted weight yarn, and maybe a US5 or US6 needle, giving it a very compact pudgy look. Kinda all crunched in there.

Here are some herringbone rib fingerless mitts. The pattern stitch is over 12 stitches, but you cutoff easily expand that for the number of cuff stitches required.
