So I'm on the last row of the head (very top of head) the instructions after that say to "break and tie tightly".
So do I bind off or thread through the remaining LIVE stitches and pull off? (8 remain).

Thread through the remaining live stitches, pull up tightly and tie off. You can weave the end through the stitches again and cut the tail

Thanks SO MUCH! I had an idea it was probably that, but going with ideas doesn't always turn out well for me, lol. I appreciate the speedy response as this is a gift for my niece who turns 1 next week!
