Either way. Some people prefer bottom up, some top down. But it's easier to try on the top down as you go, so you can tweak it if you need more or less stitches, or adjust the length.

Thank you so much for the help and I've been watching videos and the top bottom raglan method it looks way easy but how would I do the cowl unless I leave it out.

You can pick up stitches on the neckline to work the cowl. That may be how it's done in the original too.

This particular pattern is indeed a drop shoulder. I put in the bind off of 2sts (bottom up version) at the beginning of the armhole to give you a base there. It's nicer than just a split of the sts at the underarm. If you knit top down, you may well have a cast on at that spot to do the same thing.

Ahh I see. Yes it's an idea, but usually a drop shoulder is such a loose fitting sweater that there's no strain on the sts at the underarm like there would be with a snugger fit.
