I think you need to find out how to contact the designer or pattern company. It really doesn't make sense as written.

It may be translated from another language however where they mean 'work', not move. 'Work last stitches as the first stitches' makes more sense. It could mean to go back to k2 p2 as you did on the first 4 rows. If there's a picture in the pattern, take a look at that to see if it helps.
