Do the ruffles on the skirt face you (on the knit side) or go inside the work (on the purl side)

Hi and welcome to Knitting Help. The patterns I've seen have the ruffles on the outside like this one but it may depend on the pattern that you're doing.
Can you post a link to the pattern or give us a pattern name?
