Ch 7, sl st in first ch to form ring.

Rnd 1: Ch 2 (counts as first hdc), 23 hdc in ring, join with sl st to 2nd ch of beg ch-2—24 hdc made.

This is my first piece doing a ring like this. Does this mean I do multiple hdc per stitch or does it mean keep going around until I finish 23 hdc?

This video shows how to crochet a circle, she does it the way your instructions say to, just use hdc instead of dc as in the video. You'll work 23 hdc in the ring you form with the chain after it is slip stitched together.

You should be working the stitches in the chain space, that is instead of working in the stitch itself you go around the chain. It occurs to me that the only difference between crocheting a square and a circle is in the number of stitches increased so I found this video for a granny square.
