Since no one answered my question on Ravelry, I'll ask here!!!

I attempted to knit this baby blanket and got a good start on it:

My problem was that it didn't look "puffy" after doing a few pattern repeats. I was using size 11 needles and 2 strands of baby sport yarn together. (Icon #3)

Should I use size 10 needles instead? Anybody else here make this blanket and have some ideas/advice??
