Toy Dog help?
I'm knitting a toy dog from a Susan Bates book, and I am stuck at a certain direction. It says,

"bind off 8 sts beg of next row, then 5 sts beg of next row--13 sts. K 26 rows, end wrong side row"

The part I'm stuck on is the binding off. Do I bind of 8 sts, then knit the rest of the row, then bind of 5 stitches the next row after that?

You can't bind off at the end of a row, so always finish and bind off at the beginning of the next row.
