It is 17-30-17. Finished bust for 37".
I guess my main question is.. do I purl to the end after my w&t's?
It was beginning to look seriously lop-sided.
Then on row 5 work to the w&t, hide it... work 3 more stitches w&t
Row 6 purl back the whole way
Row 7 knit to w&t , hide it, work 3 more w&t
Row 8 purl back.

Then work the stockinette sts hiding the w&t from row 7 and keep working till measuring 3" from co?
Is this what Im suppose to do?

That sounds like it'll work. Further on, the directions should have you do similar shaping on the other side. This is presumably one shoulder and the other will work with the reverse shaping.
