What you got there is a hair pin lace frame!! you use tatting thread and with a series of knots and a thin crochet hook you can make lace. Its a very old craft and not very popular now, but I know it was popular for a few years in the 50's . Most tatters and bobbin lace people ( those are 2 types of lace making also) can point you in the right direction to teach you if you would like to learn. I've been making all types of hand-made lace for about 8 years now but I have never gotten the chance to conqure hairpin yet. But it's on my list!!
