Is something wrong with this pattern?

I am REALLY new to this, but wouldn't you need to cast on more than 3 to make this shawl? Should it be 30? What do you think?

yup you do a yarn over on say row 2 and in row 3 you knit it like a regular stitch. it will feel weird at first just don't give up on it!
