Sleeve Instruction Help
I'm making this http://users.netcon.net.au/~cake/jumperpattern.html sweater for my new grandson for next winter.

Sleeves: Using 3.75mm needles cast on 28 (32, 36) sts and rib approx 12 rows - inc 1 stitch at each end of row.

Does this mean to increase one st at the beginning and end of last row of ribbing?

And what does this mean?
(The same instructions apply if you want the two sleeves to match). Wouldn't one always want the sleeves to match?
