Sleeve Instruction Help

I'm making this http://users.netcon.net.au/~cake/jumperpattern.html sweater for my new grandson for next winter.

Sleeves: Using 3.75mm needles cast on 28 (32, 36) sts and rib approx 12 rows - inc 1 stitch at each end of row.

Does this mean to increase one st at the beginning and end of last row of ribbing?

And what does this mean?(The same instructions apply if you want the two sleeves to match). Wouldn't one always want the sleeves to match?

Yes, you would add the sts at the end of the ribbing. (edit: on the first row of stockinette)

The pattern is using a self-patterning type of yarn, and the writer is trying to explain how to match up the self-striping/patterning behavior to have the pieces look the same.

Yes, of course you'd want the 2 sleeves to be the same length...and you can accomplish this by doing both at the same time or keeping track of the # of rows you do before starting armhole decreases.
