circular needle question

i am a new knitter(tired of just making scarves)and am making an easy baby sweater....first question-which would be the Right side and Wrong side,as both sides look alike-also,when decreasing,the pattern says"repeat decrease every 8th row 4 times more-55 sts"-Do i just knit all the other rows 1-7,9-15, etc in basic garter? Wow,and they call this an Easy pattern?

They have a right side and a wrong side so you know where to put the shaping, I imagine.

And yes, in between the decreases, you just work as you have been as if the decreases never happened.

Yes, with garter stitch, each row is the same, so you decide which is the right side and which is wrong side when it's time to decrease. Then put a safety pin or stitch marker on the side you designate as the RS so you can keep track.
