Survivor dishcloth pattern question

Hello all-- I was hoping you could help me with this pattern http://www.geocities.com/lindaslists...tdishcloth.htm
I am at Row 41 and it says to knit and purl a total of 28 stitches but if I do that it won't add up to the 39 stitches I cast on-- Can anyone guide me?

It should be purl 33 stitches as in row 5.
