Confused with sweater shoulder pattern

I'm working on a sweater, and I'm on the right shoulder on the front. I'm confused to what it means by "Bind off 2 sts at beg of next RS row 3 (3, 2, 2, 2) times.
At same edge, dec 1 st every other row 4 (4, 6, 6, 6)
times – 18 (19, 19, 20, 23) sts. P 1 row. K 1 row."

What am I supposed to do?

Begin the row by binding off 2sts. If you call this row, row 1, then begin rows 3 and 5 by binding off 2 sts, too. Then on rows 7,9,11,and 13 decrease one st at the beginning of the row. You can do this one st decrease one or two sts in from the edge to make a nicer edge and to make it easier if you have to pick up sts around the neckline. When you finish row 13 you will have decreased 10sts total.
